Moving to Finland: how customs works, and the documents to expect

Moving to Finland from the UK? London to Helsinki is the longest drive on our map, 44.1 hours at the wheel, so every delivery range on this route opens on day 6: a shared 5 or 10 m³ load is quoted at 6–13 days and a van of your own at 6–8 days. Customs clearance is included in every quote, and once you have your price we instruct the document pack for your own situation.

YOUR DOCUMENTS, INSTRUCTED

The documents for moving to Finland from the UK

YOUR DOCUMENT PACK
UK → FINLAND
The usual pack for a change of residence. We confirm yours after your quote.

For every move

  • Your passport A valid one, copied for us.
  • Insurance / Inventory List We want this back, filled in, when your collection window is still 3 calendar days or more away.
  • Non-Cession Certificate You undertake that nothing is sold, given away, lent or hired out in the 12 months after it is imported.

Your UK home

  • Proof of residency in the UK Copies of your council tax bills for the last full tax year. Failing those, 12 months of UK bank statements are accepted.
  • Proof of end of residence For a sale, the sale agreement; for a rental, your termination notice. A home you own and let out takes your tenants' signed tenancy agreement, with the letting agent's as well if you have an agent.
  • Employment termination papers Finished with an employer? A P45 or similar, where you have one.

Your home in Finland

Two sets: choose by who owns or rents the home you are going to.

YOUR OWN HOME THERE

  • Rental agreement Your own Finnish home? Recent utility bills replace it.
  • Work contract One for those who have it.

OR, STAYING WITH SOMEONE

  • Property owner's passport From the home's owner, a valid copy.
  • Proof in the owner's name A utility bill, rent agreement or property-ownership document, any one, naming the owner.
  • Declaration of Providing Accommodation In it your host states you may stay 12 months or more with them.

Customs authorities can ask for more. What each document is, how the two stages run after your quote, what stands in when you start out with family, and what happens if customs asks for more: all on our transfer of residence page.

Moving to Finland from the UK, in facts

Every corridor we serve has its own facts: customs pack, transfer-time range, weight limits. We publish them rather than making you ask. These are confirmed for moving to Finland from the UK, because allowances differ by country.

The matrix offers 5, 10, 15, 20 and 30 m³ to Finland, and the 30 m³ load carries up to 2,400 kg. All five ranges open on day 6, because 44.1 hours of driving is five tachograph days before anyone can unload. The run goes by road through Denmark and Sweden, and the Channel crossing at its start counts as driver rest in our arithmetic, not as driving, so the sailing never pushes your date back. The 5 and 10 m³ loads carry the widest range, since they wait to be consolidated with other moves heading the same way.

PLANNING THE MOVE

Planning your move: moving to Finland from the UK, step by step

Why every delivery range on this route starts on the same day

London to Helsinki is the longest run we drive, 44.1 hours at the wheel. A driver may drive nine hours a day under the tachograph, so that is five full driving days before the sixth day can begin with unloading. That is the whole reason the table above opens on day 6 for every size, and nothing on it opens sooner.

The road is the long way round, and we take it on purpose. After the Channel the van runs north through Denmark and over the Øresund Bridge into Sweden, 16 km of motorway link between Copenhagen and Malmö. Then it follows the E4 the length of Sweden, up the Gulf of Bothnia coast to Haparanda at the head of the gulf, crosses the Torne river into Tornio, and turns south again for Helsinki. Only the Channel is water, and our arithmetic treats that crossing as driver rest rather than driving, so it never pushes your date back.

So, if you want a day you can plan around, a van of your own, 20 or 30 m³, is quoted at 6–8 days. A shared load, 5 or 10 m³, needs until day 13 instead, because it waits to travel with other moves going the same way. Logistics narrow the range as the run firms up. Then the exact time arrives the day before loading, on Helsinki’s clock for the delivery and London’s for the collection.

French customs and the relief on removals to Finland

Because Finland is an EU member and the UK is not, your household enters as third-country goods, and French customs decides the relief when the van reaches France. The conditions come from EU law. First, you must have lived outside the EU, as your normal home, for twelve unbroken months. Second, each item must have belonged to you, and served your household, for at least six months before you left. Third, the goods must be declared within twelve months of your settling in Finland, in one consignment or several. Sell, lend, hire out or pledge anything admitted duty-free within twelve months of clearance and you lose the relief on it, so the import duty falls due.

Finnish Customs (Tulli) describes a route for people declaring in Finland, with a form of its own, papers such as a certificate of employment, and arrival before the final clearance. That route is not yours on this lane. The declaration is made in France, before the van has even reached Denmark, let alone Tornio. If the goods are to reach Finland ahead of you, ask us before you book, because it takes arranging.

In practice, your pack has two stages, and we run both. The export declaration leaves with the van in London, then our customs partner lodges the import clearance for you in France. Our transfer of residence page explains how the two stages work. We confirm your list with you personally, and the documents reach us 7 days ahead of the collection window.

The permit, the personal identity code and the municipality of residence

A UK citizen staying in Finland for more than 90 days needs a residence permit from the Finnish Immigration Service. The UK Government’s own guidance then says to register as a foreign resident once you hold the permit. That registration happens at the Digital and Population Data Services Agency, known as DVV. It gives you a Finnish personal identity code, which already sits on the permit card if you hold one, and a municipality of residence if you intend to stay for more than a year.

The order matters, because banks ask for the identity code and the registered address before they open an account. For that reason, we suggest you start the permit early. Keep the DVV appointment for your first week in Finland. We need your inventory 3 calendar days ahead of the window. Any question in between goes into one WhatsApp thread, read by a person at the desk, Mon to Sat, 8am to 10pm UK time, and still read when it arrives outside those hours.

Your UK driving licence in Finland, and the two-year clock

We do not carry cars, so any car is yours to drive over. Most households bring one later or not at all, but nearly everyone brings a licence. A UK licence lets you drive in Finland for up to two years after you become resident. After that you need a Finnish one in its place. The UK Government’s guidance is plain: apply before the two years run out, because nobody in Finland can renew or replace a UK licence. Two years sounds generous. In practice the exchange needs the same identity code and registered address as everything else. So it belongs on the same list as the DVV visit, not on a shelf for later.

What the law does ask of a driver in winter is the tyre rule in the next section. It asks it of a UK-plated car the moment the car crosses at Tornio.

Kela, the tax card and the bank account that needs them both

Kela runs Finland’s social security, and its own page sets the test. Either Kela considers you to be living in Finland permanently, or you work here and earn at least €800.02 a month. Meet either and your cover can start on the day you move. You apply in the OmaKela e-service, tell Kela you have arrived, and receive a Kela card for the private appointments where it pays part of the bill. Two things come first, and both are reasons to do the registrations early: a Finnish personal identity code, and a bank account, since Kela pays nothing in cash.

If you have a job, the tax office issues your Finnish tax card, and a newcomer collects the first one in person. A double taxation agreement between the UK and Finland keeps one income from paying tax twice. None of this is our paperwork.

Winter tyres, Midsummer and the Finnish calendar

From 1 November to 31 March, Finnish law requires winter tyres whenever the weather or the road surface calls for them, and the rule binds foreign-registered vehicles too. Any van we send in those months answers to it, so a January delivery to Tampere or Oulu is a normal booking rather than a special one. The range you receive already holds in winter, because driving hours build it, not speed.

Two dates close the country. Midsummer falls at the end of June, and most of Finland leaves the cities for the lakes from the Friday evening. Independence Day is 6 December, and Christmas Eve on 24 December is the main day of the Finnish Christmas, with shops and offices shut. Epiphany on 6 January and May Day on 1 May close offices as well. Neither empties a city the way Midsummer does. For example, a collection window that ends on 15 December, our last collection day, can land in Helsinki inside that closure, so we would say so before you choose it. Our festive closure sits on the booking calendar too, and the calendar simply does not offer a day we cannot keep.

What a locked price covers on removals to Finland, and what it does not

Today’s guide prices from London to Helsinki: about £2,664 for a 10 m³ load, about £6,474 for a 30 m³ van, clearance included in each. Booking fixes that figure. You pay a 25% deposit then, the rest on loading day, and the day itself changes nothing.

What sits outside it, we name now rather than leave you to discover later. Carrying beyond the van is the additional crew add-on; tell us the floor and we price it into the quote before booking. Storage carries its own quote. Waiting time is a disclosed backstop, not ours to add quietly. Our goods-in-transit cover applies from the loading in London until the van arrives in Finland, to a limit of £20,275 for any one event, with an excess and exclusions we publish beside it.

People booking this lane ask who will actually stand at the door in Helsinki. The honest answer sits in the thread below: our own crew in London, and a vetted partner in Finland.
