Moving to Estonia: how customs works, and the documents to expect
Moving to Estonia? The van reaches Tallinn by road through Poland and the Baltic corridor, 28.8 hours of driving, so the ranges on this route open on day 4: a van of your own is quoted at 4–6 days and a shared load at 4–11 days. Customs clearance is included in every quote: the import is cleared in France, on the way, and the papers we usually ask for are set out below, your own set confirmed after your quote.
Customs clearance is included in every quote when you’re moving to Estonia from the UK.

We tell you this now so nothing is a surprise later.
Moving to Estonia from the UK, in facts
Every corridor we serve has its own facts: customs pack, transfer-time range, weight limits. We publish them rather than making you ask. These are confirmed for moving to Estonia from the UK, because allowances differ by country.
* 5–10m³ travels consolidated with other moves, so its range is widest.
Every size on the ladder runs to Estonia, 5, 10, 15, 20 and 30 m³, and the 30 m³ van is capped at 2,400 kg. Day 4 is where each range begins, which is 28.8 hours of driving spread over the tachograph's nine-hour days before the first unloading. The Channel crossing sits outside that count, since time on a ferry is rest for the driver rather than driving. A 5 or 10 m³ load has the widest range of the five, because it travels with other households and waits for them.

Moving to Estonia: the plan, from your inventory to your front door
The road to Tallinn runs through Poland and up the Baltic corridor
From London the van crosses the Channel, then runs east across Germany and Poland before it turns north at Warsaw. The last stretch is the Via Baltica, the E67, which runs 970 km from Warsaw through Kaunas and Riga to Tallinn. That is why we record 28.8 hours of driving for this lane, and why the first day a van can unload in Tallinn is day 4.
The sea does not lengthen it. Our arithmetic counts a ferry as rest for the driver, because the tachograph does the same, so the Channel crossing sits outside the 28.8 hours. For a full van, 20 or 30 m³, the quoted range is 4–6 days. For a shared 5 or 10 m³ load it runs to day 11, because the load waits for other households heading the same way. If your new home is across the water in Helsinki rather than in Estonia, the Tallinn ferry is about two hours, and our page on moving to Finland from the UK carries that lane’s own figures. Whichever it is, the same WhatsApp thread carries every update from booking to the door, read at the desk Mon to Sat, 8am to 10pm UK time and still read when a message lands outside those hours.
Moving to Estonia from the UK: the relief French customs applies
Estonia is in the EU and the UK is outside it, which makes your household an import from a third country when the van reaches France. French customs applies the EU’s relief, the same one the Estonian Tax and Customs Board, EMTA, describes on its own page, when three conditions hold. Your normal residence must have stood outside the EU for twelve months without a break. Each item must have been in your possession at that home for at least six months. Then the goods must arrive within twelve months of your settling in Estonia, and they may arrive in several consignments. For twelve months after release, you may not give anything away, lend it, hire it out, pledge it or sell it without telling customs first. Any item treated that way loses the relief, and its duty falls due.
One further point comes from EMTA’s own page. Alcohol, tobacco, commercial vehicles and the tools of a profession sit outside the relief, portable instruments of the arts excepted. Alcohol, tobacco and vehicles do not travel with us in any case.
What EMTA describes, and the two stages we run
If you want the goods in Estonia before you are, that needs arranging, so raise it with us before you book. More usually they follow you. EMTA’s page sets out what someone declaring there would present: an itemised list in Estonian or English with values in euros, dated and signed, proof of the date they moved, purchase invoices, and transport documents that name them as both sender and receiver. That is Estonia’s own procedure, and it does not fall to you on this lane, because the declaration is made in France. The papers on this page show the home you left and the home you are going to, and customs can still ask for more.
The declaration on EMTA’s page goes through its e-services or through a customs agency, with an additional data form attached, and you will need neither. Our own work runs in two stages. The first is the export declaration lodged in the UK, and our customs partner lodges the import in France for you. The two stages, explained, sit on our transfer of residence page. Both rest on your papers, which is exactly why we ask for your documents 7 days ahead of the collection window.
Fourteen days to file your notice of residence after moving to Estonia
A person who moves to Estonia files a notice of residence within fourteen days, with the city or rural municipality where they live, or with a Tallinn city district government. There are four ways: in person, by post with a copy of your identity document, by email with a digital signature, or through the e-population register with an ID-card, Mobile-ID or Smart-ID. The UK Government’s guidance says the same thing in one line: once you arrive, register your address.
The notice is yours to file, and we do not ask for it, since it is no customs paper. Nor is the residence permit, though the law requires both. A UK citizen who arrived after the UK left the EU applies for the permit like any other third-country national, through the Police and Border Guard Board, and without one a UK passport allows 90 days in any 180. A lease or a work contract is different: both are in the pack on this page, so we suggest you have yours in hand by the time your documents are due, and file the notice in your first fortnight.
Twelve months on a UK licence, then an Estonian one
A UK driving licence is good for twelve months from the day you become resident in Estonia. To keep driving after that you exchange it, and the UK Government’s advice is to apply before the year is up. The Transport Administration issues the Estonian licence. It treats as resident anyone who lives in the country at least 185 days a year, and it usually swaps an equivalent foreign licence without an exam. So the clock is short, but the exchange itself is ordinary.
The reason it belongs in a moving plan is the address. The Administration wants a resident, and residence in Estonia is the notice you filed with the municipality in your first fortnight. Settle that first and the licence follows; leave it and the year is gone before the paperwork begins.
The Health Insurance Fund, and the registration that opens it
Healthcare in Estonia is not automatic with the permit. You must register for it as a resident, and the Estonian Health Insurance Fund, Tervisekassa, is the body that decides who is covered. The Fund insures a working residence-permit holder once social tax is paid, by an Estonian employer or by themselves. That is why a work contract matters twice on this lane: once in the pack on this page, if you have one, and once for the doctor. Anyone the Fund does not cover needs private insurance until it does.
Tax follows the same thread. Because the UK and Estonia hold a double taxation agreement, one income pays tax in one country, and the Tax and Customs Board, EMTA, answers questions about relief under it. Keep the employment contract, the lease and the population-register notice together, since the Fund looks at your work and the Transport Administration at your address on the register.
Winter tyres from December, Midsummer in June, and the days Estonia stops
Estonian roads require winter tyres from no later than 1 December until no earlier than 1 March, with at least 3 mm of tread. The partner who delivers in Estonia drives under that rule, so a February delivery to Tartu or Pärnu is an ordinary booking.
The public holidays are set by statute. Independence Day is 24 February, the national day. Victory Day on 23 June runs straight into Midsummer Day on 24 June, and the country empties for both. The Day of Restoration of Independence is 20 August, and Christmas runs from 24 to 26 December. If a window would deliver you into one of those days, we say so before you pick it. Our own festive closure is already blocked out on the booking calendar.
Why the range is a range on removals to Estonia, and what the price locks
The question people moving to Estonia put to us most often is whether we can give one delivery date instead of a range. We could, and it would slip. The sailings, the border and the traffic all move a run of this length, so we publish the honest range and narrow it with you as the run firms up. Logistics then send the exact time the day before loading.
What does not move is the price. London to Tallinn at 10 m³ is about £1,937 today; at 30 m³, about £4,614; both carry the clearance. Booking locks the figure, a 25% deposit secures it, and you pay the balance on loading day. Need help up the stairs? That is the additional crew add-on, quoted for your flat before you book. Goods-in-transit cover is in place from the loading in London to the arrival in Estonia, to a ceiling of £20,275 an event, excess and exclusions listed. Your inventory reaches us 3 calendar days before the window, and it is the same list, by item and value, that customs will read.
